Elizabeth Lien is Senior Advisor for International Climate Finance in the Department of the Treasury’s Climate Hub, where she works to elevate international climate policy throughout the Department. Prior to joining the Climate Hub, she was the Director of Treasury’s Office of International Development Policy where she oversaw U.S. participation on the Boards of the Green Climate Fund, Climate Investment Funds, Global Environment Facility, Women Entrepreneurs Finance Initiative and International Fund for Agricultural Development (IFAD). She previously worked as counselor to the U.S. Executive Director at the Inter-American Development Bank and as Deputy Director in the Treasury Department’s Office of Western Hemisphere Affairs. She also worked with interagency and international partners on designing the Green Climate Fund while working in Treasury’s Environment and Energy Office.
Prior to joining the Treasury Department, Lien oversaw foreign assistance and domestic civil works budgets at the Office of Management and Budget (OMB) and worked as the appropriations liaison in OMB’s office of Legislative Affairs. She holds two Masters of Arts degrees in Public Affairs (Public Policy) and Middle Eastern Studies from the University of Texas at Austin and a Bachelor of Arts degree in Political Science and Public Relations from the University of Minnesota.
